The Real Estate Council of Alberta (RECA) has released its 2025–2028 Strategic Plan, outlining clear priorities for enhancing consumer protection, strengthening professionalism in the industry, and ensuring RECA continues to be an effective, modern regulator.

With over 20,000 licenses across Alberta, RECA plays a critical role in maintaining public trust across the sectors it regulates—including residential real estate, commercial, rural, property management, condominium management, and mortgage brokerage.

At the core of RECA’s new Strategic Plan are two key priorities:

  1. Being a trusted and effective regulator
  2. Building a sustainable foundation for the future

These priorities directly support RECA’s mandate to protect consumers and ensure licensees meet the highest standards of professionalism and integrity.

Over the next three years, RECA will focus on several major initiatives, including:

  • Enhancing regulatory standards and policies through the implementation of updated Real Estate Act Rules
  • Launching a comprehensive consumer awareness campaign to inform and empower Albertans
  • Work with course providers and brokerages to improve the competence and practice-readiness of new licensees
  • Implementing graduated licensing in property management to better support risk management and public protection
  • Fully improving RECA’s digital systems and internal operations to improve efficiency and transparency
  • Reducing red tape and improving stakeholder interactions through clearer processes and communications

RECA CEO Stacy Paquin says the Strategic Plan builds on RECA’s strong foundation and positions the organization for future success.

“Protecting consumers and supporting licensee professionalism remain at the heart of what we do as Alberta’s real estate regulator,” said Paquin. “This plan allows us to embrace change, enhance transparency, and continue building trust in the industry across the province.”

The plan also emphasizes the importance of stakeholder collaboration, open communication, and a culture of continuous improvement. With this Strategic Plan as its roadmap, RECA is focused on leading the way in regulatory excellence and strengthening consumer protection in Alberta.
